Rebekah Broughton is the founder of Growth and Balance, a consultancy focused on helping large organisations deliver better services in complex and challenging environments.

She works at the intersection of service design, organisational design, and delivery strategy —supporting organisations to turn user needs into measurable service outcomes.

Over the past 14 years, Rebekah has worked with senior leaders across government and large organisations, helping them navigate ambiguity, align around clear direction, and stabilise delivery where programmes are under pressure or off track.

Her work goes beyond design execution. She focuses on the conditions that determine whether services succeed — how decisions are made, how teams align, and how organisations behave.

Rebekah combines service design with executive coaching to support leadership teams to make better decisions, take accountability, and follow through on change. This enables organisations not just to design better services, but to deliver and sustain them in practice.

She has advised senior leaders, built and led high-performing multidisciplinary teams, and contributed to services recognised for their impact and quality, including award-winning work at NHS Digital.
